Disputes and refunds to buyer

Please help 2 weeks ago a buyer bought a item from me, unfortunately i had to pay for a repair on the item, i gave the buyer to option of paying for the repair or a refund, the buyer asked for a refund which was not a problem. Before i could sort the refund, the buyer opened a case with the resolution centre, so then my paypal balance was showing a minus amount, so I transferred the full balance back into my paypal which then it showed a 0.00 balance. The buyer has still not received her refund and on my paypal it says a plus amount next to the buyers name but it is on hold and pending. After many attempts i contacted paypal, a few days later I received a message saying i had to put funds in my paypal which i had already done. How does this buyer get the refund when my paypal is showing 0.00
