Dispute re a refund Paypal have given to a buyer -

Paypal have refunded an ebay person who says she never received goods.  I have sent the tracking info with her signature accepting the goods, plus details of the messages she sent me via ebay to say she had received them but didn't fit could she get a refund.  Now paypal are asking for a picture of the package with the shipping label!! You don't get a picture with the royal mail.  How can they dispute the fact she received them when she signed for them and emailed to say she has them????  I have tried calling paypal have been on hold for 25 mins - can anyone tell me how I can speak to human and thoughts on this.   They have taken over 3 weeks to respond to my appeal and given me 4 days to respond which includes the weekend when the team i need to talk to aren't there.  This is so unfair and very frustrating.   Paypal seem to be endorsing the fraud and I am left with the product I sent and without the money!

Click on the words "Help / Contact" at the bottom of paypals pages and use the phone option in the blue band at the top OR very bottom of page dependent on what country you are in. Scroll down past the list of help questions and click on 'Call us' bottom of that page. Log in and get the code.
