Dispute on Local Customs Issue

We have received 2x dispute from buyers because they didnt receive their parcel, but when we check it is because both are being held by their local customs. Some countries they have their regulation and they need the buyers to come and declare what's the item before their local customs even release it. In our website we have also mentioned that we as a seller are not responsible for any import duty fee or if it got stuck at their local customs. It's the buyer responsibility to settle it but we will inform and advise.
I was shocked that PAYPAL team decided to favor on buyer's side. On what basis is this?? Are we not protected as sellers? We can go bankrupt if PAYPAL keep on deciding on buyer's side. The buyer agreed to take the risk and already understand everything before purchasing, but still we as a seller pay the price if anything goes wrong. This is totally unfair. It's written clearly in our shipping policy. Can someone pls enlighten us on this kind of cases.
