Dispute Resolved in less than 20 Seconds

I am an Ebay Seller and just had a "fake" claim made for a refund from PayPal.  

I provided a full response along with photos (from buyer) to show the order was exactly as ordered.

Within 20 seconds of my response, the case was closed in favor of the buyer...   

How could any proper review been done in that time frame ?
