I have sold an item on ebay and now the purchaser wants me to send the item to a different address in France. Am i covered to send it to a different address? It is not the address on her paypal account.

No, you would have zero paypal seller protection.
Also beware of scammers that use hijacked ebay accounts and then need you to send to another address.
