Customer Refunded, even though we have email from customer confirming received

We were charged back from Paypal, even though the customer received the product. The customer disputed the charge stating that he didn't get the product. We shipped the product again to the customer. The customer confirmed received the product, via email, but PayPal refunded the customer anyway. We sent PayPay the email from the customer, but no response. How do we avoid this in the future? Once a customer disputes, should we just issue a refund and never reship unless the customer re-orders?
