Buyer says hasn't received item but UPS have signature showing was delivered .

I have checked my account this evening and is showing a refund to a buyer of a item which sold through ebay. I have seen the details which show the buyer said he hasn't received the item. After speaking to ebay and UPS the courier which i used . UPS have informed me that the parcel was recieved and a signature was provided. Currently i am now out of pocket for the goods I sold . What happens now ? can i raise a dispute with the buyer and am i covered by seller protection through PayPal.

No you cannot raise a dispute. Only buyers can raise a dispute. What you can do is appeal the decision at PayPal or eBay depending where the dispute was first raised. Did buyer file a dispute at eBay or PayPal?

 

If it occurred at eBay, you'll need to appeal by calling eBay customer service, otherwise, contact PayPal customer service to appeal:

Log on, click HELP on top menu, scroll down to click CONTACT US, and then scroll down to click CALL US or other contact options.

The dispute is through PayPal . Would i have to call PayPal to sort it out or can it be done online ?

That depends, when you go to the resolution center and view the closed case, does it give you the option to appeal? If not, call customer service:

Log on, click HELP on top menu, scroll down to click CONTACT US, and then scroll down to click CALL US or other contact options.
