Buyer never returned the product but PayPal refunded them from my account

I need to know how do I get my money placed back into my account. A buyer claimed that the merchandise that I shipped Wasn’t what correct so PayPal refunded them the money because the tracking info said it was delivered. But detailed inspection of the tracking info shows that it was undeliverable to me and sent back to the buyer. The tracking info shows that the buyer received the package. The buyer is now acting as if they don’t know what I’m talking about. I can’t go to the Resolution center to file A claim because it says my account is limited, even though I provided all of the information that it asked of me. I want my money back or the products- why didn’t PayPal verify that the shipping information as being delivered to ME!
