Are all deliveries covered by insurance when paid for by PayPal

Hi. Not sure if I have phrased that title correctly.
I have recently sent goods ordered on ebay by UPS and insured them by paying extra and charging the customer. The recipient of the goods advised that that insurance was unnecessary as goods paid for via PayPal were insured for full value anyway if sent with signature required on delivery.

Not sure if this relates to a lost delivery so no signature, I was thinking more along the lines of if the goods arrived damaged but had been signed for, would the same cover apply?
I have looked around the PayPal site but cannot find any confirmation of this.
Any advice appreciated.
