Hello, so today i decided to refund a customer who dispute a transaction because i saw that the item wasn't delivered for long time and probabily never arrive due to current logistics problem, 5 minutes later i see that the case resolution ended up in "Buyer's favor because i choose to not contest it, what that mean? does it mean that now i'm being penalized for this chargeback?

Sounds as if you did not respond or issue a refund so paypal did so under their buyer protection policy.
They will (if you didn't have enough funds in your paypal balance for that refund) put it into negative until you pay them back again.
Advice is voluntary.
