A buyer disputed a payment, I offered a partiarefund, the rest of the money isn’t in my balance?

A buyer disputed a payment, I offered a partial refund and it was accepted, the rest of the money isn’t in my balance? I’ve waited 6 hours to get in contact with PayPal support to no avail, can anyone help me with this?
