$1 Send and Refund Scam

Hi all,
I haven't used PayPal in a long time, but recently got an email from PayPal saying that I had a transaction that needed to be disputed. I open my account, and see that someone named "Richard <removed>" - who I've never met - sent me $1, and is now disputing the transaction for another $22. I never accepted money from this guy. I would happily refund the $1 that he sent, but I am certainly not refunding the $20 he claims I owe him. I've been scammed out of over $200 on PayPal before and know how this works. I won't win with PayPal support, and every time I try and contact them, I can't get through. Does anyone have any idea on how to resolve this?
