I reside in the US and hold a "personal" PayPal account. I wish to sell event tickets to purchaser also living in the US. Is the Seller Protection Program available to those holding personal accounts or must one be a business account holder to be covered by the Seller Protection Program?

You have seller protection if you are selling an item and receive payment either via a money request / invoice OR send money > goods / services or via a website etc.
However you need to make sure what you are selling and how you sell etc does not negate that seller protection, so read up on it so you can risk assess your transactions.
Advice is voluntary.
