Seeking advice regarding a Chargeback decision

Hi,
I am a seller on eBay. A customer purchased an item from my eBay store on 21st June. I posted the item via Australia Large Domestic Letter with Tracking Envelope on 22nd June. The tracking shows delivered on 30th June.
Buyer filed a Chargeback claiming unauthorised transaction on 8th July. I let the process happen as tracking already showed delivery.
Yesterday, to my surprise, PayPal sends me an email saying buyer won the chargeback, costing me the item, the money and a $15 chargeback fee.
How do I appeal this decision? Due to COVID, PayPal has no call center, and their online messaging service has been most unhelpful.
