Respond to close case / Contacting PayPal

A buyer opened a false case for an item I shipped him and the case closed. I still need to respond to the case but I’m not sure how as the case was closed without my knowledge. Please let me know how I can contact PayPal to reopen the case so I can respond. Also is there an an email where I can contact a real person at PayPal to let them know what is going on?
