Refund fraud - Please help me / advise

Hello,
I sold a buyer about 7 items, she wants to return half of them. PayPal their claim solution stated a FULL refund instead of HALF the refund. Buyer refuses to send all items back and now I will receive half my items back while she will get the FULL refund amount. PayPal phonelines are closed due to covid and I am sweating, I do not know what to do. This is regarding a very large transaction. ****
1. PayPal tells her to send everything back.
2. Buyer says ok but tells me she will only send me half of it back
3. PayPal will think she has sent everything back and will receive the FULL refund amount instead of half
I really hope someone can help me or give me some advice... Should I file a police report?
