I shipped a package that an Ebay buyer bought 45 days ago. He reported it not received so Pay Pal put funds on hold. Now I cant refund his money and USPS lost the package. My only option to help the buyer is issue a refund outside Paypal. Any other way to get him his money.
If you can't refund him and he wins then paypal will reimburse him with your held funds and then you can claim from any insurance you took out when you sent the item.
