Paypal- steam cards

I sold a camera on eBay, the guy I sold to sent me the money but I haven’t received it because I had a limit on my account. I upgraded my account and he sent me an additional 250 to do so. Now it’s saying I need to buy steam cards at Walmart to confirm this? Can someone please help because I have no clue what to do

You are being scammed, you haven't received any money because your buyer has no intention of paying OR they would have completed ebay checkout.

You DO NOT need a business account to sell on Ebay and paypal DO NOT tell you to send money via a method of another company to receive funds.

This is a SCAM.

Your buyer has not paid so start the non paying bidder process on Ebay to get your fees back and relist.

DO NOT SEND ANY ITEM.

I expect any paypal emails you have received were spoofs.
