Not recieved my item? Am I covered for a full refund?

The buyer has sent the bag and sent me proof of postage but I'm still to recieve. It is £700 purchase. Am I able to get a full refund if I don't recieve? I don't think the buyer paid enough for insurance to cover it.

Normally the seller has to have proof of delivery of the item to you by providing paypal with a tracking number to win a dispute for non receipt of item.
