Not allowed to dispute a chargeback.

Early January I sold some digital goods to a customer online, he paid me and everything was fine. One month after he issues a dispute and PayPal sends me a mail saying they are enquiring and that there is nothing I have to do or could do. Today they debited the whole amount from my account and slapped a chargeback fee on top. I was never allowed to defend myself or even upload any proof. The resolution center only allows me to browse FAQs and there are never any PayPal agent available in the messaging centre. In the customer complain there is not even any comments, he just requested a refund, and PayPal processed it, no questions asked.
