I send postage to buyer then withdraw it, now buyer open dispute said I without his authorization.

I'm a seller, a buyer bought my Samsung smartphone at Jun 11th, but he open a dispute case lied that my phone was defective and he could not use to request a refund. After eBay gave him a full refund, I sent him a return shipping label. He did not return it, then I sent him another $12 for postage. but he still Refused to return my phone. I asked the USPS that the return shipping label I bought was still valid, so I asked Paypal to withdraw my $12 postage, and then he opened a dispute said that I took him $12 Without his authorization. Now I can’t find how to resolve this dispute on Paypal, There are only three ways to choose, but none of them are suitable for me
