How to block customer from making payments via paypal checkout

How do we block a person from making payments to us via paypal checkout. I can not get a straight answer on this, or get through to support.
Kong story short we have a kid that keeps getting a hold of his parents credit cards. He made tens of thousands of dollars of purchases via our other payment processor, then either wanted refunds days later or his parents disputed the charges. It cost us a lot of money in fees that weren't refunded to us. We were finally able to block him via their platform but now he's processing cards through paypal checkout instead.
With paypal's asinine policy of not refunding fees if we issue. a refund this will just end up costing us more money if we can't block his cards and he's already putting through thousands of dollars in transactions.
