How is Paypal Allowed to Override an Ebay Decision?

We sold a book on Ebay. The Buyer wanted a refund, she said, because "I just don't like it". She never said it was damaged.
Ebay ruled in our favor and closed the case.
The Buyer then opened a Resolution case with Paypal for a refund, now claiming the book is damaged.
Paypal ruled in her favor without any evidence and told her to return the book.
I protested as Paypal ruled in the seller's behalf without any proof.
I sent photos from the Ebay auction showing the book in like new condition. If it was damaged, we would have disclosed this. But it wasn't, so it was listed as "like new".
Paypal refuses to release the money to us. We feel we are entitled to our money.
So here's the question: Isn't Paypal's job just to collect and pay money? How are they allowed to make a judgment and overrule Ebay's decision, especially when this was an item sold on Ebay and they closed the case in the Seller's favor? If Ebay ruled against the seller, what right does Paypal have to intervene and refuse to pay the Seller?

Ebay and Paypal are 2 totally separate companies with 2 totally separate buyer protection policies.
So your buyer filed with Ebay, and as it was just buyer remorse they were not covered so lost the dispute.
However IF they had said the book was damaged Ebay would probably have found in favour of the buyer as by filing that option the buyer auto gets a return label.
Your buyer then filed a dispute with Paypal and with Paypal if the buyer cited damage any pictures you sent from Ebay would not be 100% evidence (who's to say its the same item you sent OR it was not damaged in the post)? So Paypal make a judgement call and award the buyer a refund BUT they have to return the item back to you first.
Why would Ebay have any say on what Paypal does on their site with a Paypal dispute?
