How a 3rd party can verify if a paypal payment went through?

I have two people disputing about a paypal payment, one says he sent the money and the other says he didn't receive.
I have to judge which one is saying the truth without having access to their paypal account, since screenshots can be tempered with I can't rely on those either. The sender provided a transaction ID, is there any way I can use that to verify the transaction?
Is there anything else I can try and resolve this?

Due to security and privacy concerns, we can't provide any information about a customers PayPal account.
When buyers pay with PayPal, PayPal Buyer Protection covers them in case there is a problem. If an item doesn’t arrive or is significantly not as described, we will help buyers get a full refund.
If the buyer has any problems, they can file a dispute in the Resolution Center within 180 days of purchase.
They will be able to communicate with the seller and request for a refund through PayPal's platform.
