Charged dispute fee on an accidental payment

I received a payment into my PayPal account that I wasn’t expecting and about 5 minutes later the person opened an item not received case and asked for the money back - when I tried to refund it was asking me to refund double what he had paid me so it was escalated to PayPal. They have decided in his favour but charged me £12 - this guy paid me accidentally and I am now £12 out of pocket - surely this isn’t fair - is there anything I can do about this?
