Charged a £14 chargeback fee including the refund

I am not sure where PayPal's ethics went. Sold some virtual items and buyer decided to contact his bank and charge back everything. It was a relatively small transaction worth around £7 each totaling £27.
I presumed I wasn't covered, even if I was PayPal disputes are often a hit and miss with virtual goods transactions and I simply can't afford to lose £14 per transaction. I decided to refund and lo and behold I get charged a £14 chargeback fee.
What the hell PayPal... This is probably one of the worst policies ever. So essentially I refund the buyer and get charged more then what he paid for?
Please can someone help me get my money back, at this point I am ready to give as much case as possible to fight this dispute.
