Case reversal from 5 months ago, options?

Have an eBay case that had no contact from seller on eBay from March 15th, shipped USPS March 16th.

 

USPS tracking is too old to pull up the tracking info, eBay transaction is too old to pull up the sale info.

 

Paypal notified me of a chargeback "case reversal" and is taking $60 from me and (customer support phone line) told me I will have to add the USPS tracking (too old, expired) to my response, or I can file with my local authorities. Do I have any realistic options to fight this fraud? According to customer support agent I spoke to, they are claiming credit card fraud. The account name matches their user name, their shipping address was to the name and address on their account, to an address that is registered to the same name according to their local phonebook lookup.

 

I have 3 options to choose from on the "response" to the case

1: I've already shipped the product or provided the service

2: I've already issued a refund

3: I'll issue a refund to this customer and close this case

 

What do these options mean? How do I dispute the case?
