Case made against me by someone who didn't pay in full

I recently tried to sell a graphics card to someone. When they sent the payment they only sent about 1/10th of what they owed. Because of that I never sent the item and it eventually ended in them having to file a buyer protection case through PayPal, they couldn't do it on eBay because they never even paid in full. This guy tried to scam me out of my card and now I have an absolute boatload in holds that are there because "there has been a recent increase in buyer protection cases filed against you" although I didn't do anything wrong. Is there anything I can do about this or am I stuck waiting around for this money?
