Buyer did not actually return the entire product

I had a buyer break my working item i sent them.  I had plenty of evidence that it was in fact completely working when I sent it to them but I still lost the dispute somehow.  The buyer was supposed to send me the item back and only sent me part of the item instead of all the parts.  I am now with something I cant even do anything with and am out $550.  I cant find any way to contact a real person at paypal because they closed my case without any of my input.  What do I do? I feel like Paypal is supporting scammers like this and its ridiculous.
