Buyer alleging product not right

A buyer ordered 1/4 yard of two different fabrics off of me at $2 each. I folded the fabric in half one way and in half the other and ironed. I then cut 1/4 piece. The buyer is saying she wanted 9” by 42”. The fabric was $4 and shipping was $5 for a total of $9. The buyer wants a $5 refund. I think at most I should give them a $2 refund which is half of the product cost. What is your opinion? I don’t want this person to be someone who does this to get items for free. Thank you for your opinion.
