I am a victim of bait & switch from a china seller. Tengchong Yuanhua Trading Company advertised

but sent a cheap watch which does not look anything like it. Now Paypal wants me to send the cheap watch back to them to get my refund. Is it right that I should spend more good money to a scammer who sends out bogus items? To make it worse, the seller wants me to send to a street name in Chongqing without buidling and unit number (as if he owns the whole street!). There is no way to contact Paypal to highlight the above. What should I do?
