An old vendor still sells my product, but is selling a pirated copy. What can I do?

A year ago I sold a product with a third party who I have since broken ties with. They continue to "sell" my product, but it's a pirated, older product. When asked, they tell customers that I will honor the purchase if they email me.
They are not paying me for my product, and creating a lot of ill will in my industry.
What should I do? They also use PayPal and PayPal will not refund my customers' money.
