A buyer missed delivery, and is acting as if it's my fault

I've sent a package from Australia to the USA.

The buyer missed the delivery by USPS. He said this "Sorry. But not my problem. I was in all day. I am housebound in lockdown. They never knocked on the door. Someone else managed to make a delivery. I suggest you contact them, tell them to redeliver, and actually knock on the door. I cannot visit the PO due to lockdown. If they return it to you, I will be seeking refund."

There is a form on the tracking to schedule a delivery. Should I ask him to fill the form himself, or should I do it for him?

Also if he keeps missing the delivery, and the package gets returned to me, will I have to refund him?
