It looks like you have trouble accessing the account as it says "sorry, we couldn't confirm its you". This might happen due to various security factors. If you are using a VPN, kindly stop it and make sure that you have an access to the mobile number linked with PayPal. 

I also recommend you to wiat for 24 hours and try again by clearing out the caches and cookies of the browser.
