problems using PP on some sites

When I try to pay with PP on some sites I haven't used before, I'm told my (correctly entered !) PP pw isn't recognised - and I'm asked to change it. This locks me into an endless loop of entering a new pw...then verifying it via an sms code...then being asked to login again with the new pw...then verifying it via an sms code...then being asked to login again with the new pw...then verifying it via an sms code...etc etc etc.
Driving me crazy. Any answers ??
