open a Canadian business account

I'm trying to open a Canadian business account but as I go through the steps it stops at State...

no Canada option or no Canadian postal codes.

Looks as if you may have opened a U.S paypal account by mistake.

When you register an account U.S is the default top option so you have to scroll down and select your country from the list.

Check on settings and see what it says on the nationality section?
