how can i login to my older account?

So I ask to change my password, I receive a verification email, I change my password and I still can't log in? it says this to me https://prnt.sc/26Eynct0Y-DS
I CREATED A BRAND NEW ACCOUNT. but the problem arose again that my only personal card is already with the old account, so it is unusable for me. So how to get to the old account? or how to cancel the card or the entire account so that I can use my card on a new account?

Contact options for each countries Paypal customer services are accessed by clicking help/contact bottom left of Paypal pages.

1. Paypal phones (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, (during business hours you may also be able to message whilst logged out).
4. Have you considered contacting Customer Service via Facebook or Twitter?
You can send them a personal message from their Facebook or Twitter pages.
