can't access account, mobile number is disabled, don't remember the security questions answers

hello, i have a problem with my new account where I cannot add a new credit card as a payment method. The reason is that credit card is already added to another old paypal account , to add the credit card to my new account I will have to remove the credit card from my old account, but I cannot access the old account since I know the password but the mobile associated with it is no longer valid, and I don't know the answers to the security questions. Please support.

If you go to the 'Help & Contact' icon on the PayPal website. Then if you click the 'Contact Us' link at the bottom of the page. From here, if you click the 'Password and Account Access' option, then 'Login Problems'. On the next page, you will see a 'Call Us' option. You do not need to be logged in to use this feature.

Thanks however I cannot find a call option on the page you described. Further, my issue now is that I cannot add a card as it mentions that I am using it in another account, however I removed it from that account and deleted that account as well.
