Why is every agent offline?

My account got locked indefinitely and when i tried to call paypal the number wasn't working, so I tried to message, "all agents are offline". you're telling me they are offline every hour from 5 am to midnight? They must not work at all then. Why is this service so terrible

Contact options for Paypal are accessed by clicking help/contact bottom left of Paypal pages.

1. Paypal phones when available (you can use the guest option if you can't log in).
2. Live chat is also randomly available.
3. You can send them a message, during business hours you may also be able to message whilst logged out.

4. Have you considered contacting Customer Service via Facebook or Twitter?

1. The phones are almost never available.
2. Live chat hasn't been available for a full 5 days.
3.They WONT let you message them when offline 

Their service is terrible
