Why doesn't it let me create a private account?

Hey, I created my PayPal Account via E-Mail. It was a business account, but I don't want a business account, I don't have a business. I don't get the option whether to create a business or a private account, how do I change that? I closed that account and tried again, this time via a Google Login with the same E-Mail. Now when trying to delete the account, the deleting page doesn't load and still, I don't know how to create a private account. Please help asap!

There are 2 types of paypal accounts, personal or business.

You are posting with a personal account, there is no such thing as a private account.
