Why does PayPal keep limiting my account?

PayPal keeps limiting my account every few weeks and when I call up they send through an appeal and it gets reactivated. Sometimes they ask for ID verification (given three times now). They say it’s permanent due to a ‘review’ but cannot tell me more when I call.
I’ve had an account with this username for about 20 years but moved back to the UK a year ago and since PayPal doesn’t let you change country, you have to close the old account and open a new one with the same login email. The first time it happened they said it was because it was a new account and each time after that they didn’t tell me why but it was fixed within a day.
I don’t use the account much , mostly online shopping, a couple of monthly payments and occasionally to sell a few clothing items on social media sites (less than £100 total).
Some of the questions they asked me to answer were as if they thought I had a business account such as where do you keep your stock! My account is definitely a personal account.
Any idea how I can stop this happening. It happened a week ago and has just happened again today.
