What to do about not having my id and I need to verify my account

Ok so I lost my id which was my driver's license and I want to send my own money to my own debit card I find this absolutely repulsive with every fabric of my being that a robot thinks that I am not me . What am I supposed to do in such a situation. I'm currently trying to get my license back but I don't have too much money, let's say is been a bit of a challenge to come up with 150$ for the insurance that's required in my state and the 100$ reinstatement fee. So I've been trying to get it together but the way did had gone up and had it's almost impossible for me at this time. So I use PayPal reluctantly because of how you can trip off unnecessary actions that are used against me I mean I understand why this is so, it's fire security as a whole but God almighty they make it so hard to verify things. Fire instance yesterday I was trying to open an older account I no longer had access to because I had broken the phone yet this computer is hell-bent on having me verify, the csr also, on verifying through a phone number I was forced to change due to something that was understandable and not to mention out of my control now there is nothing in place to make sure that you can get these items without having an aneurysm first it seems can somebody help me please?
