Have you got a mobile phone linked to your paypal registered in just your name and issued in your country?

Are you using a VPN at all?

Yes I have mobile number registered to my PayPal account I don't use VPN

I am sorry to know that you're having trouble accessing your PayPal account. please try the below troubleshooting steps and check again if you're able to log in to your PayPal account :
 

• Try to clear your cache and cookies from your browser or use a different web browser to log in. If you're trying from the app, please try to re-install it.
• Try login in from a web browser instead of the app to check if you'll be allowed to access it.
• Log into your PayPal from one consistent device
• Allow 48 hours and try again.

If the issue persists after trying these steps, please reach out to the PayPal Support Team to check this further.
