We have a business account and I need to change the name of the administrator.

We have a business account - actually we are a small charity -  and I need to change the name of the administrator to that of the new Treasurer.  Or at least to add the new user and give him full admin access.  I imagine that ID checking will be necessary as part of this process.  How do I do this - the help articles I have found somewhat unhelpfully say that you cannot change a name, but I suspect that is the answer to a slightly different question.
