Using microsoft outlook, all PayPal emails go to junk.  The [Removed] address is in my safe senders list. PayPal.com is also in my safe senders list. The [Removed] address is in my contacts. I have reported "not junk" maybe one hundred times or more on emails.  Outlook forums are not helpful.  Hoping a knowledgable person here knows how to fix this.

Also:  There is an email rule directing all PayPal emails to the correct folder, and no other email rules that concern PayPal at all.
