Use visa card from different country when checkout

When checkout using paypal, I'd like create a new account Paypal US.

At that moment, it asked me to fill in a visa card's information. Can I use a visa card from France where I'm living?

You have a Vietnamese registered PayPal account so as PayPal is country specific I presume you live in Vietnam.

In which case you can't use another countries PayPal account and any card added has to have the same billing address as your PayPal account address.
