Unable to login after changing phone number - and no, resetting password doesn't work.

See title. Many posts simply suggest going to paypal FAQ and follow the resetting password options. Now the problem is, after getting email verifications, it still prompts me for an sms sent to my phone. So no matter what I do: forgotten password, forgotten email, resetting password, anything, Paypal always asks for my phone sms code.
Funny thing is, I can't even reach out to paypal since messaging support requires me to log in first. Oh and twitter also pushes me away by saying I should message support??? This is circular reasoning.
So can anyone please help me get in touch with a real person apart from phone calls, pretty please.
