Unable to close account due to old unused phone number

I am unable to close an old PayPal account because of a phone number I no longer own. I have a new PayPal account that I am trying to link my credit card to but it keeps saying that my card is linked to another account, which I assumed is the old one. I've tried removing my card from the old account, but everything is still the same. help ;-;

Why did you need to open a new one rather than just update the phone number on the old account?

because I made the account a couple years back, never used it. I made a different account, yeaaaars later- I have a side job that I do where people commission me. should I just update my account?

I just thought that would be easier if the older account is not limited?

You can add the card and update the phone number?
