USA States

I live in Mexico. I want to add my credit card. My billing address is in the USA. Paypal won't let me put California in the state. It only lists Mexico States!

Billing address of any added card has to match your paypal account address.

The paypal account screen will not let me put in my USA address cuz I live in Mexico.  

AND: I can put my USA address as primary up until the 'State' box.  It is prefilled with Mexico States because I am in Mexico.

Paypal is country specific so you can only add your own countries address and any cards you add have to match that address.
