Tax Residency to Set Up Account

Hi everyone,

I'm trying to set up my paypal account, and need to confirm my tax residency. However, when I click to do that it only comes up with a small grey box and a 'certify and continue' box. There doesn't seem to be anywhere for me to enter any information to continue. Is this the correct page, or can someone please help on what I should do.
